Tomatoes nor chili plants are producing buds?

I have planted the tomatoes and the chili pepper and neither sprouted vegetables.

Did your plant pods sprout or how old are the plants, are they flowering?

They never sprouted. I received the pods for Christmas and I planted them and followed all the directions. The tomato pod eventually molded and dried up.
