Yellow chilli plant overwatering or dying?

Hi! Repotted yellow chilli plant out of SG9 a month ago as it grew taller than the extenders and become root bound. The leaves from the bottom started to turn a little lighter shade of green and a bit yellow. Today, it’s entering 84th day of growth. It is also raining heavily recently though the pot is sheltered with no sun. Few days ago, noticed that the soil continues to stay damp even without watering for 3 days and the leaves starts to droop and curl.

One of the chilli started to turn from green to yellow. I have tried to remove more damp soil, added dry ones for mixing and realise the cng pod is still intact. Today, it droops further. What should I do to save the plant?
