My chili pepper is at 127/120. The fruits are very short and only one has ripened. If I pick the others will they ripen on the window sill like green tomatoes do? Should I just bin this one?

yes, as it is a dwarf cultivar it will stay that small and the fruits are also that tiny. I would harvest that one fully red pod and leave the rest to mature on the plant.
You may remove all the withered leaves and debris and it will last until the rest of the pods mature, no need to bin it.
